NOTICE OF RACE

 

NOTE TIME CHANGES FOR SKIPPERS MEETING AND RACE START.  THIS RACE WILL BE AROUND ANACAPA (TO PORT) SO WE HAVE MOVED UP THE SKIPPERS MEETING AND THE START TIME TO GIVE MORE TIME FOR THE RACE.

 

1           RULES

The regatta will be governed by the rules as defined in The Racing Rules of Sailing, the Sailing Instructions, and PHRF of Southern California.

 2          ELIGIBILITY AND ENTRY

              The regatta is open to all boats with a valid PHRF certificate for spinnaker class; and all boats at least 24 feet for the non-spinnaker class, for which a rating for this race only may be assigned by the race committee. Eligible boats may enter by completing the CIYC entry form and mailing it together with the required fee or deliver in person no later than 8:30 AM at the skippers meeting.

3            FEES

              Required fees are as follows: $30 US Sailing Member, $35 Non Member.

 4          SCHEDULE

              June 7, 2008 Registration 8:00 AM 8:30 AM. Mandatory skippers meeting at 8:30 AM. The scheduled time of the first warning signal is 10:25.

 5          SAILING INSTRUCTIONS

The sailing instructions and courses will be available at the skippers meeting.

6          PRIZES

              Prizes will be given as follows: Individual prizes will be awarded at the conclusion of racing at CIYC; Bob Cooke Memorial Perpetual Trophy will be engraved with the series winner and kept at CIYC.

7          DISCLAIMER OF LIABILITY

Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

 

 8          INSURANCE

Each participating boat shall be insured with valid third-party liability insurance.

SAILING INSTRUCTIONS

 

1 RULES

1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing 2005-2008, the prescriptions of the United States Sailing Association (USSA), the rules of the Southern California PHRF Fleet, and by these sailing instructions. A yachts area PHRF Random Leg Course rating shall be used.

1.2 The following Racing rules will be changed:

1.2.1 Appendix A4 to allow a boat starting later than 4 minutes after her starting signal to be scored Did Not Start.

1.2.2 Appendix A2 changed to disallow throw outs. Each boats total score shall be the sum of her scores for all races; there will be no throw outs allowed for series scores.

 

2 NOTICES TO COMPETITORS

Notices to competitors will be posted on the official notice board located at the CIYC bar.

 

3 CHANGES TO SAILING INSTRUCTIONS

Any change to the sailing instructions will be posted within 10 minutes of the conclusion of the skippers meeting.

 

4 SIGNALS MADE ASHORE

Signals made ashore will be displayed at CIYC.

 

5 SCHEDULE OF RACES

5.1  Race #3 - June 7, 2007

5.2 The planned race is around Anacapa to port.

5.3 The scheduled time of the warning signal for the third race is 1025 AM

             6 CLASS FLAGS

Class breaks will be announced at the skippers meeting. Class flags will be:

A           Numeral pennant 1

B           Numeral pennant 2

7 RACING AREA

Racing area will be in the area around Channel Islands. Attachment A shows the location of racing areas.

 

8 THE COURSES

8.1 Attachment A.3 describes the courses, including the order in which marks are to be passed, the side on which each mark is to be left, and approximate course lengths.

8.2 No later than the warning signal, the race committee signal boat will display the course and approximate compass bearing of the first leg.

 

9 MARKS

9.1 The marks Gina, Grace, Gail, and Gilda are oil platforms; any and all associated mooring buoys are defined as part of the mark and must be passed on the same side.

The mark 2V is the red harbour entrance whistle buoy.

The mark Anacapa Island is defined between Arch Rock and the West end of Anacapa Island.

The mark Port Hueneme Buoy is the red and white port entrance buoy; use caution for ships movement.

The mark 1 is the Channel Islands Harbor Entrance light on the South end of the detached breakwater.

The mark 3 is the Channel Islands Harbor Channel Entrance light on the attached breakwater.

The mark CIYC Mast is a mark on land.

9.2 The starting marks will be the Mandalay spar buoy and an orange flag on the race committee boat. The Finish mark is the CIYC mast to port.

 

10 THE START

10.1 Races will be started by using rule 26.

10.2 The starting line will be between the Mandalay spar buoy on the port end, and an orange flag on the race committee boat on the starboard end.

10.3 Boats whose warning signal has not been made shall avoid the starting area.

10.4 A boat starting later than 4 minutes after her starting signal will be scored Did Not Start. This changes rule A4. After the start of all classes the Race Committee will change station to CIYC for the finish.

 

11 DOUBLE-HANDED RACE SERIES

The Bob Cooke Memorial is a series of three double-handed races. Each race shall be completed by a properly entered boat crewed double-handed (one skipper and one crew). Spinnakers must be doused prior to rounding mark 1 and entering the detached breakwater area.

 

12 THE FINISH

The finish line is defined as a line perpendicular to the CIYC balcony, extending from the CIYC mast 052M (232M reciprocal bearing.)

 

13 PROTESTS AND REQUESTS FOR REDRESS

Protests shall be lodged on US Sailing standard forms, available at the race office of the CIYC. Boats intending to lodge a protest must signal the race committee by displaying a protest flag while crossing the finish line. Protests shall be submitted to the race committee within 60 minutes of the finish time of the protesting boat.

 

14 SCORING

14.1 The Low Point scoring system of Appendix A4 will apply.

14.2 Two (2) races are required to be completed to constitute a series.

14.3 Each boats total score shall be the sum of her scores for all races; there will be no throw outs allowed. This changes rule A2.

 

15 SAFETY REGULATIONS

A boat that retires from a race shall notify the race committee as soon as possible on Channel 68 and/or at CIYC as soon as possible in person or via phone (805) 985-2492.

 

16 RADIO COMMUNICATIONS

A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats.

 

17 PRIZES

Prizes for each race will be awarded at the conclusion of racing that afternoon in the CIYC bar area.
